[CONSTITUTIONAL] Register the Sky Custom Gateway contracts in the Router

Our opinion has not changed from the Snapshot vote. No material issues emerged in review, and registering Sky’s gateway is routine operational work that shouldn’t require extensive DAO deliberation.
