UAC Renewal S4

This proposal has had our support since the Snapshot; we keep supporting it because extending the UAC keeps core DAO work running smoothly. Raising the commitment to 10 hours a week and funding $370 k in UNI fairly matches the larger workload and removes the need for extra funding votes. Stable funding and clear roles protect the DAO’s day-to-day reliability.
