Compound Governor Contracts Upgrade

We support this proposal as it enhances governance flexibility. It is expected to enable adjustments such as lowering the COMP requirement to encourage small holders' participation, raising the quorum to strengthen security, and modifying voting delay and period for faster decision-making and greater fairness.
